In 2000, Jim Leonard started a consulting business after working
for Burlington Industries for over 34 years--20 of those in the
international trade area. His most recent position at Burlington
was Director of Government Relations.
He Joined Burlington in 1966 as an analyst in the Operations Research
Department in Greensboro. He held a number of corporate staff
positions including manager of mathematics and computer operations
for the Corporate Research Center, analyst in the Economic Analysis
Department and eventually manager of that department.
While at Burlington, he served on a number of Industry and government
advisory committees. He was a cleared advisor to the government-involving
textile bilateral and multilateral trade issues and was involved
as an advisor for the NAFTA and the WTO agreements. He participated
in the actual negotiations as a part of the Uruguay Round at the
request of the US Government.
Jim was named as one of the “Top 10” for service and
dedication to the textile industry by Textile World Magazine in
its February 2001 issue.
Jim was appointed by President George W. Bush to serve as the
Deputy Assistant Secretary (DAS) of Commerce, having responsibility
for textiles, apparel and consumer goods. He served from March
2002 through September 2006, when he decided to return to NC.
In his capacity as DAS for textiles and apparel, Jim chaired the
Committee for the Implementation of Textile Agreements (CITA),
the interagency group that negotiates and implements all textile/apparel
trade agreements.
Jim has his undergraduate and graduate degrees in mathematics
from North Carolina University.
